Torn Quran in Prizren, Special Prosecution files indictment and proposes psychiatric treatment

The Special Prosecution of the Republic of Kosovo announced on Tuesday that it has submitted to the judicial authorities the indictment against the defendant IP for the criminal offense of "Inciting Discord and Intolerance", who is suspected of having torn the Quran near the "Saraçhane" Tekke in Prizren in March of this year.

In this case, the SPRK has proposed that the defendant be imposed with the measure of mandatory psychiatric treatment in freedom.

"The Special Prosecution of the Republic of Kosovo has submitted to the Special Department of the Basic Court in Pristina an indictment against the defendant IP for the criminal offense of "Inciting discord and intolerance", according to Article 141, paragraph 1 of the Criminal Code. The SPRK has filed an indictment with a proposal to impose the measure of mandatory psychiatric treatment in freedom against IP", the SPRK statement states, Telegrafi reports.


According to the indictment, the defendant, on March 03, 2025, near the "Saraçhane" Tekke in Prizren, publicly incited and spread hatred and intolerance between religious groups.

"Investigations have revealed that IP tore up and scattered the holy book of Muslims, the Quran, on the ground, causing great anger in the Islamic community and disrupting coexistence between groups with different religious ideologies," the announcement states.

The prosecutor in the case, upon filing the indictment, proposed to the Court that the defendant be found guilty and be sentenced to mandatory psychiatric treatment in prison, "since his ability, at the time of the commission of the criminal offense, to judge and control his actions was significantly reduced." /Telegraph/
