Photographs proving the use of the sports hall in the north by the "Civil Protection"

On May 16, 2025, another facility of parallel structures in northern Kosovo – specifically the sports hall in northern Mitrovica – was closed. This action has caused immediate reactions, including protests instigated by the Serbian List, which claims that the rights of Serbian citizens in that area are being violated.

But the data provided by "Debat Plus" sheds light on a completely different reality about the role and function of this hall, which for years has been used as a base for the terrorist organization "Civil Protection". Sources from the security agencies have announced that the facility, named "Center for Ecology and Sports Development", has been in the function of this organization that operates outside the legality of Kosovo institutions.

The center was registered on 04.09.2015 in the Serbian system as a sports association, with Igor Memarović as its authorized representative. But in reality, Memarović is one of the main leaders of the “Civil Protection”, known as a person very close to Stevan Pavicevic – the leader of this organization. Memarović served as Pavicevic’s personal driver and was responsible for mobilizing youth groups within the organization.


According to official data, the facility in question was built in 2018 with funds from the Government of Serbia. Serbian President Aleksandar Vučić himself has stated that the construction of this center cost 1.400.000 euros. After the completion of construction, the facility passed under the management of Stevan Pavicevic, who for a long time had direct support from the Serbian secret service – BIA. Pavicevic has been in close cooperation with the former director of BIA, Bratislav Gašić, and with Bojan Dimić – director of the first directorate in this agency, with whom he has made frequent entries and exits to Kosovo. A photo published on the show proves Pavicevic's closeness to Vučić – in the same one he is seen meeting with the Serbian president in 2018, during the latter's visit to Ujman and the aforementioned center.

Subsequently, the management of the center passed into the hands of Miloš Milovanović, born on 15.06.1987, who is known as the leader of the “Civil Protection” for the Zubin Potok region. Milovanović was part of a group involved in the terrorist attack in Banjska, as well as participating in organizing attacks on the Kosovo Police in the north of the country. He is also rumored to have been involved in the burning of the offices of the Vehicle Registration Center on 25.09.2021 and has close ties to the well-known criminal exponents, Milan Radoićić and Zvonko Veselinović.

Local Serb residents have often raised doubts about the function of this center, stating that they do not know what activities take place inside it. Strong doubts have also been raised about the security cameras installed in the facility, which are said to be controlled by Serbia and maintained by the “Civil Protection”. During Vučić’s visit on September 8, 2018, he was accompanied by Marko Đurić – former director of the Office for Kosovo in the Government of Serbia – and by the former director of the BIA, Bratislav Gasić. In one of the photos taken during this visit, Milun Milenković – known as “Lune”, is seen posing as an athlete with members of the “Kosovska Mitrovica” kick-boxing club as an athlete with members of the “Kosovska Mitrovica” kick-boxing club.

Milun Milenković, born on 16.02.1985, was the leader of the “Civil Protection” for northern Mitrovica and led groups of young people used for monitoring and violent intervention in tense situations in the north. On 13 June 2023, he was arrested by the Kosovo Police for organizing attacks on KFOR and the Kosovo Police. He is currently under indictment by the Special Prosecution.

The names of the leaders of this center were also documented in the case of June 23, 2023, when an Audi A6 car with the license plate "BG-955-JW" was located near the Municipality of Zveçan, filled with weapons, explosives and military uniforms. According to evidence obtained by the investigation, this car was used on several occasions by Stevan Pavicevic and his leader, Danilo Delibasic, who was also the deputy leader of the Center for Ecology and Sports Development.

Also, in the documentation found at the scene, related to the weapons distribution plan, the names of Milun Milenković, known as "Lune", Milorad Jevtić, nicknamed "Micko" (who appears in the photograph inside this center posing as a member of the "Red Cross"), as well as Miloš Milovanović, who is seen in the photograph in the same center wearing a search and rescue uniform (diver). /Dukagjin/
